He is also accused of stealing sex toys, knickers and condoms from nearby homes.
Every resident in Hull’s Raglan Street, which has been the focal point of a number of searches, has now been sent a letter by detectives regarding Libby’s disappearance.
Cops want to speak to anyone who noticed anything “unusual” overnight from January 31 into February 1.
None are being treated as suspects.
It comes as the search for the University of Hull student Libby, who is originally from High Wycombe, Buckinghamshire enters its 12th day.
SEARCH ENTERS 12TH DAY
She went missing after she was turned away from a Hull nightclub for being drunk.
Friends put her in a taxi home and she was last seen on a park bench yards from her student digs just before midnight.
CCTV footage from 12.09am showed a woman, believed to be Libby, getting into a car and being driven away.
The search for Libby has seen officers scour gardens and alleyways around her home on Wellesley Avenue, and cops have repeatedly looked around the nearby Oak Road playing fields.
Detectives have previously said they are continuing to treat her disappearance as a missing persons investigation and are "keeping an open mind" as to her whereabouts.
BUTCHER IN COURT
Polish butcher Relowicz, who was arrested in connection with Libby’s disappearance, has been remanded in custody after appearing in court charged with unrelated offences.
The married dad-of-two appeared in court charged with outraging public decency a few doors from where Libby lives with friends.
He is also alleged to have stolen sex toys, underwear and condoms during three burglaries at homes close to Libby’s address.
He was further charged with an act of voyeurism back in July.
None of the charges put to Relowicz at Hull magistrates court yesterday are linked to Libby.
He was arrested by police investigating her disappearance on Tuesday.

Relowicz confirmed his name, date of birth and address yesterday using an interpreter and pleaded not guilty to each charge.
Officers leading the Libby hunt later said Relowicz remains “under investigation” but had been bailed.
Detective Superintendent Matt Hutchinson said: “Our priority remains to find Libby and support her family at this distressing time.”
